M. HEALTH AND SAFETY PLAN 1 1.0 SITE CONDITIONS The work does not include excavation of refuse or contact with refuse; however, the work is in the vicinity of buried refuse and other materials. Potential hazards exist due to the presence of buried refuse, including those associated with landfill gas (LFG) and the refuse itself. Also, the work is in the vicinity of an oil pipeline, the lo- cation of which will be marked prior to drilling. 2.0 SAFETY PROCEDURES 2.A. General Safety i. SWD's contractor will conduct a safety meeting with County staff and contractor's employees before the start of the project. During the first safety meeting, SWD's Contractor will inform employees not to touch refuse if encountered. Employees will be asked to wear gloves when working. ii. If any strange material is encountered during drilling, the work area will be cor- doned off and the County's Office of Emergency Services (OES) will be notified. The affected work area will be flagged and excluded from other work areas until the strange material is characterized by OES. SWD's staff and drilling contractor will not attempt to remove or handle suspicious material. SWD will contact PSC environmental to remove and dispose any hazardous materials. iii. SWD's contractor is required to follow OSHA safety rules and regulations during this project. Hard hats, safety glasses and safety vests will be required for per- sonnel working near the construction area and operating heavy equipment. iv. Workers will not perform work that involves sources of combustion (such as weld- ing equipment) or other work that generates temperatures that could ignite me- thane unless the work area has been verified to meet safety requirements. V. During an Emergency, site personnel will be notified to call 9-1-1. For non-medical emergency treatments, workers will be advised to go to Sutter Hospital located at 1420 North Tracy Boulevard, Tracy.
