11. EXECUTION <br />1.0 CONSTRUCTION SCHEDULE <br />SWD anticipates start of the project by the first week of March 2013. SWD will <br />schedule installation of the soil gas wells after the approval of the drilling permits by <br />EHD, encroachment permits by Caltrans and when surface conditions allow. <br />The project is expected to be completed in three (3) working days. Work hours for the <br />drilling contractor will be Monday to Friday from 8:00 am to 5:00 pm. Inspection by <br />EHD will be scheduled within that time (see below). <br />2.0 MARKING PRIOR TO CONSTRUCTION <br />A high-pressure petroleum pipeline owned by Shell Oil is present in the general <br />vicinity of the proposed soil gas wells (Figure 1). Both USA locators and Shell Oil will <br />be notified prior to drilling. Shell Oil requires monitors to be on site when drilling <br />starts. <br />3.0 INSPECTION <br />The contract with the driller requires that installation of the well, including placing <br />casing, gravel, bentonite, and the top cement seal, will be in the presence of San <br />Joaquin County Environmental Health (EHD) inspector. SWD will notify EHD five (5) <br />working days in advance for the first inspection. Consecutive inspections will be <br />scheduled with EHD in the field based on the progress of construction. <br />In accordance with the driller contract, inspection will be between 9:00 a.m. and <br />4:00 p.m. SWD will pay overtime for inspections that require overtime hours by EHD <br />staff. SWD understands that drilling the well borehole does not require inspection by <br />EHD. <br />4.0 DRILLINC <br />will be by a licensed drilling Contractor selected by SWD through a <br />competitive bid process. SWD will provide EHD the Licensed Contractors Declaration <br />form from the selected driller. <br />A hollow stem auger drill rig will be used for drilling. SWD's contractor is required to <br />clean the drilling equipment off-site before drilling. <br />Drilling of the wells will be to the depth listed the well schedule (Figure 3).
