Potential hazards associated with the direct contact with refuse include: <br />1. Biological infection <br />2. Household hazardous waste <br />Unidentified drums may be present in the refuse. If drums are uncovered during drilling, <br />the work area will be cordoned off and the County's Office of Emergency Services (OES). <br />The area will be flagged and excluded from the work zone until the drums can be better <br />characterized. SWD's staff and drilling contractor will not attempt to remove or handle <br />any such item. SWD will contact PSC environmental, on-call contractor, to remove <br />hazardous material. <br />2.0 SAFETY PROCEDURES <br />2.A. General Safety <br />i. SWD's contractor will conduct a safety meeting with County staff and contractor's <br />employees before the start of the project. During the first safety meeting, SWD's <br />Contractor will inform employees not to touch refuse if encountered. Employees <br />will be asked to wear gloves when working. All contractor employees will be <br />asked to report discovery of strange materials immediately to the job Forman. If <br />any strange materials are encountered, the drilling will be stopped and OES will <br />be notified to inspect the encountered material. The area will be flagged. Work <br />will not resume in the area until the area is declared safe by OES. <br />ii. SWD's contractor is required to follow OSHA safety rules and regulations during <br />this project. Hard hats, safety glasses and safety vests will be required for <br />personnel working near the construction area and operating heavy equipment. <br />iii. Workers will not perform work that involves sources of combustion (such as <br />welding equipment) or other work that generates temperatures that could ignite <br />methane unless the work area has been verified to meet safety requirements. <br />iv.
