The criteria for submitting updated closure/pcm plans and non- water CAP estimates lies with either the permit review application date (landfills with active or closed site permits) or the date of site closure certification acceptance (if no closure permit). Based on our review of our SWIS records,we have found out that we are currently missing updated plans as well as Non-Water CA estimates for a few of the sites in your jurisdiction. Due dates for submittal of documents that are based on date of certification of sites'closures acceptance and are as follow: ✓ If the approval of Certification of Closure pursuant to section 21880 occurred on or after January 1, 1988 but prior to January 1, 1997, the operator shall submit updated plans on or before July 1, 2012. ✓ If the approval of Certification of Closure pursuant to section 21880 occurred on or after January 1, 1997 but prior to January 1, 2001, the operator shall submit updated plans on or before July 1, 2013. ✓ If the approval of Certification of Closure pursuant to section 21880 occurred on or after January 1, 2001 or if the operator has initiated closure activities on or before February 25, 2003, but has not received approval of Certification of Closure pursuant to section 21880, the operator shall submit updated plans on or before July 1, 2014. If there has been no change to closure plans and/or postclosure maintenance plans and if there are no plans for any future postclosure Land Use, the Operator can submit a certified statement to that fact and that would be all we need. However, if there are changes, then plans (Closure and Postclosure)would need to be revised and submitted for review. Please note that at a minimum, cost estimates need to be updated and must include justification and supporting documentation for the costs. Also, non-water CA Plans(if the operator chooses that method)cannot be prepared by the engineer of record who had prepared the current JTD or final closure/[pcm plans nor the owner/operator. I have included the pertinent sections of 27 CCR for your information below. Please review status of the sites within your jurisdiction and provide CalRecycle with the missing items.
