OBSERVATION: The monitoring plan is not current and/or not approved by the EHD. The monitoring plan indicates that the 91 tank annular space is being monitored by a Veeder-Root 208 sensor. REGULATION GUIDANCE: The monitoring plan must be uploaded to the California Environmental Reporting System (CERS). CORRECTIVE ACTION: Immediately log into CERS, make the necessary changes, and submit for review by the EHD. This is a repeat violation, Class II. 203 CCR 2712(b)(1-2)Failure to maintain monitoring records for 36 months and maintenance records for 60 months. OBSERVATION: Maintenance and monitoring records for the last three years were not found on site. According to Jessie Tiwana, Elite IV fixed the leaking dispensers noted in the 2020 inspection report and left a work order. The Elite IV work order was not found on site. REGULATION GUIDANCE: These records shall be maintained on site for at least three years. Monitoring records include: (1)date and time of all monitoring or sampling; (2)monitoring equipment calibration and maintenance records; (3)results of any visual observations; (4)results of sample analysis performed a lab or in the field; (5)logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6)results of inventory readings and reconciliations. CORRECTIVE ACTION: Immediately locate and maintain all missing maintenance and monitoring records for the last three years on site and submit a missing copy of the work order noted above to the EHD. This is a minor violation. 205 CCR 2712(i) Failure to have current UST Monitoring Plan readily accessible at the facility. OBSERVATION:An approved copy of the monitoring plans were not available for inspection. REGULATION GUIDANCE:A copy of these plans shall be accessible on site at all times. CORRECTIVE ACTION: Immediately locate and retain a copy on site. This is a repeat violation, Class II.
