Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />April 27, 2021 <br /> Facility Address: <br /> 2512 E WATERLOO RD, STOCKTON <br /> Facility Name: <br /> WATERLOO LIQUOR <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 5 HSC 25505(a)(1) Failed to electronically submit hazardous materials inventory for all reportable materials on site. <br />OBSERVATION: The hazardous materials inventory has not been annually certified/submitted as a part of the <br />business plan. The hazardous materials inventory was not submitted for 2019, 2020, and 2021. The hazardous <br />materials inventory has not been submitted since 7/14/2018. <br />REGULATION GUIDANCE: Per H&SC 25508.2, the business owner/operator shall annually review and certify that <br />the business plan is complete, accurate, up-to-date and in compliance with Section 11022 of Title 42 of the United <br />States Code. An annual electronic submittal satisfies these requirements. The annual business plan shall be <br />submitted/certified by January 15 of each calendar year and may be submitted beginning November 1 of the <br />previous year. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br /> 6 HSC 25505(a)(2) Failed to electronically submit a site map with all required content. <br />OBSERVATION: The site map is incomplete. <br />- The terms "PREM" and "87 UNLEADED" used for the gasoline must be defined on the site map. <br />- The fire extinguisher located outside of the facility on the site map was not found at the time of inspection <br />(corrected on-site). <br />- The spill control equipment located inside the facility on the site map was found outside of the facility near the <br />propane at the time of inspection (corrected on-site). <br />- The drain located on the west side of the north-west driveway on the site map was found on the east side of the <br />driveway at the time of inspection (corrected on-site). <br />- Two empty 55-gallon hazardous waste drums were found on-site in the location on the site map called "Haz Mat <br />Storage" (corrected on-site). <br />REGULATION GUIDANCE: A site map shall contain a north orientation, loading areas, internal roads, adjacent <br />streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous <br />material handling and storage areas, and emergency response equipment. <br /> If a site map element is not applicable for your facility then list it on the map and label as “NA". <br />CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS) at <br />http://cers.calepa.ca.gov/, define the terms "PREM" and "87 UNLEADED" as gasoline on the site map, upload the <br />site map, and submit to the EHD for approval. <br />This is a repeat violation, Class II. <br />FA0004064 PR0520377 SC001 04/27/2021 <br />EHD 19-01 Rev. 9/16/2020 Hazardous Materials Program OIRPage 2 of 4 <br />1868 E.
