Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />April 27, 2021 <br /> Facility Address: <br /> 2512 E WATERLOO RD, STOCKTON <br /> Facility Name: <br /> WATERLOO LIQUOR <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 9 HSC 25508.2 Failed to annually review and certify that the HMBP is complete and accurate by the due date. <br />OBSERVATION: The business plan information has not been reviewed and resubmitted in the California <br />Environmental Reporting System (CERS) annually by the due date, January 15. The business plan information for <br />2019 was submitted on 4/11/2019, for 2020 on 5/4/2020, and for 2021 on 4/26/2021. <br />REGULATION GUIDANCE: The hazardous materials inventory shall be submitted by January 15 of each calendar <br />year and may be submitted beginning November 1 of the previous year. <br />This was corrected on site. <br />This is a repeat violation, Class II. <br /> 11 HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel. <br />OBSERVATION: A physical copy of the employee training records with dates of training, training discussion points, <br />and employee names was not found at the time of inspection. <br />REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel <br />receive initial and annual refresher training. All employees shall be trained in safety procedures in the event of a <br />release or threatened release of a hazardous material, including, but not limited to, familiarity with the following <br />plans and procedures: <br />(A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br />program agency. <br />(B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment. <br />(C) Evacuation plans and procedures, including immediate notice, for the business site. <br />This training shall be documented electronically or by hard copy and shall be made available for a minimum of three <br />years. <br />CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the <br />training records to the EHD. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Note: <br />- The facility reported the Max Daily Amount for CO2 as 200 lbs on the California Environmental Reporting <br />System (CERS). A 200 lb tank and a 50 lb cylinder of CO2 was observed on-site.
