5. CITY OF STOCKTON COMMUNITY DEVELOPMENT DEPARTMENT(Contact [209]937-8551) <br /> a. Owner developer successor-in-interest(ODS)shall dedicate right of way to the City of Stockton{City} <br /> consistent with the Arch-Airport I Sperry Road Specific Plan signed by the City of Stockton on August <br /> 23,2002 and San Joaquin County on December 10,2002. <br /> b. ODS shall construct the frontage improvements from Pock Lane to Giannecchini Lane consistent with <br /> the Arch-Airport 1 Sperry Road Specific Plan, Interim striping shall be designed to address current <br /> conditions. <br /> c. ODS shall construct a 10-foot-wide, multi-use trail from Pock Lane to Giannecchini Lane consistent <br /> with the approved Stockton Metropolitan Airport Special Purpose Plan—Airpark 599 Addendum. <br /> d. ODS shall widen the southerly portion of Arch-Airport Road from Ruggles Frontage Road to Alitalia <br /> Way sufficient to provide a second eastbound through lane. <br /> e. The sewer, water and storm drain within the new proposed roadways and frontage improvements(S. <br /> Qantas Lane and E. Landing Lane)shall be designed and constructed per the City standards per the <br /> existing will serve agreement between the City of Stockton and San Joaquin County_ <br /> f. Access points from Arch-Airport Road shall be per agreements or deed of the respective parcel. <br /> g. All utilities within the Arch-Airport Road ultimate right of way shall be underground. No structure shall <br /> be installed within the public utility easement, except when authorized by the applicable utility <br /> company. <br /> h. ODS shall pay their fair share for signal grant projects at Giannecchini Lane and Pock Lane <br /> intersections. ODS shall pay for the incremental traffic signal design and construction costs resulting <br /> from the addition of the south leg of the Giannecchini Lane intersection. <br /> i. ODS will need to enter into an operational and maintenance agreement for the signal and roadway at <br /> Arch-Airport Road and Giannecchini Lane. Plan check fees for improvements except utilities shall be <br /> required in accordance with the annexation agreement. <br /> j. ODS shall coordinate the project with the City's signal installation projects(CMAQ project).A technical <br /> memorandum for traffic circulation and operational analysis for the interim and ultimate plan of the <br /> project shall be developed and coordinated with the City of Stockton Public Works Traffic Division for <br /> approval. Such technical memorandum shall be submitted to the City of Stockton Community <br /> Development Department for review. <br /> k. Any new and amended "interim" Arch-Airport Road traffic treatments during construction of the <br /> development frontage relevant the intersections of 6 Street, Pock Lane, and Giannecchini Lane with <br /> Arch-Airport Road will be reviewed and approved by the City. <br /> I. Public fire hydrants along the south frontage of Arch-Airport Road shall be installed to the satisfaction <br /> of the Montezuma District as part of the frontage improvements. <br /> m. A second point of connection is required for the on-site water line loop that is serving the property <br /> Preferably, the second point of connection should come from the Pack Lane water line extension. <br /> 5. SAN JOAQUIN COUNCIL OF GOVERNMENTS(Contact: [209]235-0500) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open Space <br /> Pian {SJMSCP},This can be up to a 30-day process and it is recommended that the project applicant <br /> contact SJMSCP staff as early as possible.
