Box 2089 <br />Stockton, CA 95201 <br />TENTATIVE REVISED MONITORING AND REPORTING PROGRAM, HJ BAKER & BRO., <br />INC., MARTIN OPERATING PARTNERSHIP, THE PORT OF STOCKTON, AND <br />METROPOLITAN STEVEDORE, SAN JOAQUIN COUNTY <br />Enclosed for your review and comment is the Tentative Revised Monitoring and Reporting <br />Program (Tentative MRP) for the HJ Baker & Bro., Inc., Martin Operating Partnership, the Port <br />of Stockton, and Metropolitan Stevedore (together "Discharger") facilities. The facilities <br />process molten sulfur into prill and/or transport the pull to docks located at the Port. Currently, <br />the facilities perform monitoring under Monitoring and Reporting Program R5-2008-0825. <br />As you requested during a conference call on 18 November 2009, we have incorporated all <br />your suggested changes into the attached Tentative MRP. Our revisions are summarized <br />below: <br />Sample Collection and Analysis Plan (SAP): On 26 March 2009, you satisfied the <br />requirements for submittal of a SAP. Therefore, we removed the requirement to <br />submit a SAP. <br />Monitoring Well Installation Work Plan and Report: You satisfied the requirement <br />for a monitoring well installation work plan and report. Therefore, these <br />requirements have been removed. <br />Facility-Specific and Sulfur Contact-Water Monitoring: As you requested, we have <br />removed the requirements for monitoring the above-ground tank volume and <br />California Environmental Protection Agency <br />Z3 Recycled Paper
