B ox 2089 <br />Stockton, California 95201 <br />MARITIME HIGHWAY CORRIDOR PROJECT— ROUGH & READY ISLAND, PORT WEST <br />COMPLEX, STOCKTON, SAN JOAQUIN COUNTY <br />Central Valley Regional Water Quality Control Board (Central Valley Water Board) staff thanks <br />you and your consultants from Environmental Risk Services Corporation (ERS) for meeting <br />with us and staff of the California Department of Toxic Substances Control (DTSC) on <br />27 April 2011, and subsequent meetings with ERS on 18 May and 26 May 2011. We share <br />your enthusiasm for the Maritime Highway Corridor Project and look forward to working with <br />the Port of Stockton (Port) to obtain the environmental permits necessary to complete the <br />construction of a 15 acre shipping container storage pad proposed on Rough & Ready Island. <br />Compliance with State of California environmental regulations should protect public health and <br />the environment during the proposed excavation of contaminated soil from selected former <br />U.S. Navy Installation Restoration (IR) sites on the island and placement of the treated soil to <br />raise the final elevation of the proposed pad. <br />We understand the Ports of Stockton, Sacramento, and Oakland have received funding from <br />the American Reinvestment and Recovery Act (ARRA) and the Transportation Infrastructure <br />Generating Economic Recover (TIGER) grant program for development of the Maritime <br />Highway Corridor project. This project is intended to substantially reduce the volume of truck <br />traffic transporting shipping containers from bay to inland ports by developing the infrastructure <br />for transportation by barge. The pad construction at Rough & Ready Island is a component of <br />the ARRA/TIGER Maritime Highway Corridor project. <br />During our 27 April meeting, ERS indicated that the proposed project would be presented in a <br />Remedial Investigation / Feasibility Study / Remedial Action Plan (RI/FS/RAP). The proposed <br />RAP, as outlined at the meeting, would be required to show how compliance with landfill <br />regulations codified in Title 27 and, if the waste is hazardous, how compliance with Title 23, <br />Chapter 15 would be achieved. <br />During the 18 and 26 May meetings, ERS indicated that the stabilized waste will be inert. <br />Apparently, recent leachability tests have demonstrated that contaminants would not be <br />leached from the stabilized waste at concentrations that would exceed designated or <br />hazardous waste standards. ERS indicated that the tests would be included in the RAP, <br />scheduled to be submitted the week of 13 June.
