In addition, enclosed, please find a check for the amount of $267.00, as <br />required by the San Joaquin County Environmental Health Department (EHD). <br />By way of background, as we discussed before, MSC installed these monitoring <br />wells in or about 1991, as means of establishing baseline ground water conditions at the <br />site, in addition to fulfilling property due diligence for this part of its leased property. On <br />behalf of MSC, TRE would like to partner with the EHD as a cooperating party toward <br />accomplishing the following tasks: <br />Complete its monitoring well condition survey. <br />Develop the representative wells and prepare for a sampling event by <br />coordinating with your office. <br />As requested by Wendy Cohen of the Central Valley Regional Quality Control <br />Board (CVRWQCB), TRE shall submit a letter containing a brief sampling and <br />analysis plan (SAP), outlining the rationale behind selecting the constituents of <br />concern (COC), EPA method numbers as well as other sampling and analysis <br />considerations. <br />Upon submission of the results of the ground water sampling, will submit a well <br />destruction application to your attention so these wells can be properly closed in <br />place via grouting them in place and or over drilling them as deemed appropriate. <br />It should, however, be noted that given the industrial history of this site and its former <br />and current neighboring industrial operations within the Port of Stockton, MSC feels that <br />its role is merely limited to a "Cooperating Party" and not a "Responsible Party". <br />Furthermore, with respect to the rationale for selecting the COCs, MSC will be limiting its <br />1
