Waterloo Road <br />Dear Ms. Cotulla: <br />I represent Marlowe Properties in connection with the contamination <br />at the above-referenced site. Marlowe Properties is solely owned by Melvin <br />and Sylvia Marlowe and managed by their son, Jonathan. As you know a <br />petroleum underground storage tank was removed form the property in the <br />late 1980's. Recent investigation of the petroleum contamination indicated <br />that the groundwater beneath the site contained halogenated volatile organic <br />compounds ("HVOCs") which led to testing of their domestic well. This well <br />was also found to contain HVOC's. This form of contamination is consistent <br />with that found in at least one neighboring domestic well. Because of the <br />depth of the samples, the fact that the soil above the groundwater is not <br />contaminated and the fact that none of Marlowe Properties' current or prior <br />tenants used the offending contaminants, we believe that the contamination <br />is from an offsite source. <br />Marlowe Properties has been asked by the County to assume all cost for <br />regulatory oversight of the solvent contamination both on and offsite in <br />addition to its duties regarding the petroleum release. Marlowe Properties <br />has already been pushed to the limit in responding to the petroleum from the <br />former underground storage tank and now the County is inviting it to <br />assume the expense of a release that did not come from its property.
