RE: FW: 5611 Waterloo Road (o- -d by Sam Orlando) Page 1 of 4
Margaret Lagorio [EH]
From: Margaret Lagorio [EH]
Sent: Tuesday, January 27, 2009 10:11 AM
To: Kasey Foley [EH]; 'David Irey'; 'Arthur.Harty©sjcda.org'
Subject: RE: FW: 5611 Waterloo Road (owned by Sam Orlando)
Kasey, David & Arthur
I found 2 permits on Envisions with Soil Probe as the 0-57 licensed driller. Lori Duncan (EHD staff) was on both
sites. I don't remember Sierra Delta and they are not on the list of consultants that we hand-out or on
Envisions but I can ask the LOP staff. The problem with the drillers is that they rely on the consultants to get the
permits, if they are required. In the past when this has happened, we have had the drillers sign an agreement to
make sure permits are secured prior to drilling and it seems to get their attention.
I got the Well permit application, fees and summary of the work yesterday and have not had time to work on it.
They used bentonite chips to destroy the boreholes which we would not allow in site mitigation but is allowed by
Unit II in geotechnical borings. Depth to first water has varied over the years from 80 to 90 feet but with an
operating UST system and bentonite chips that leave space for liquid migration, I think that the 25 feet deep
borings should be drilled out and grouted with cement unless it will compromise the UST system.
Margaret Lagorio, REHS
Program Coordinator Unit IV
600 E. Main Street
Stockton, CA 95202
(209) 468-3449
From: Kasey Foley [EH]
Sent: Monday, January 26, 2009 6:21 PM
To: Margaret Lagorio [EH]
Subject: FW: FW: 5611 Waterloo Road (owned by Sam Orlando)
Margaret, do you know if Sierra Delta or Soil Probe have applied for any boring permits in our county
before?
Thanks,
kasey
From: Arthur Harty [mailto:Arthur.Harty©sjcda.org]
Sent: Mon 1/26/2009 8:17 AM
To: Garrett Backus [EH]
Cc: Kasey Foley [EH]; Willy Ng [[H]
Subject: RE: FW: 5611 Waterloo Road (owned by Sam Orlando)
Garrett,
FYI,
During the Toxic Strike Force meeting last week, DDA David Irey was given the name of Jim Mueller, Vice
President, Bank Excel, Fresno, the probable lender for a loan to Paul Singh. Mr. Singh told me that he is in the
process of buying the property at 5611 Waterloo Rd from Sam Orlando.
1/28/2009
