David Wharry of Tracy CHP, Juan Armendarez of <br />CalTrans Hazmat, and Rigo Espinoza of All Environmental Services. Observed <br />the reported 25 gallon diesel spill on the southbound highway 5 west asphalt <br />shoulder and the soil west of the shoulder. The diesel spill was within 150 feet of a <br />dry canal belonging to the Banta-Carbona Irrigation District. The diesel spill was <br />from a fuel tank on a refrigeration trailer, which was being transported by Subedar <br />Trucking Inc. truck (CA-496862, ICCMC-996641, US DOT-2944923, <br />VI N-GJ104410). <br />All Environmental Services applied absorbent to the asphalt shoulder. CalTrans <br />used a sweeper vehicle to pick up the used absorbent, which according to John <br />Miller, CalTrans Maintenance Area Superintendent, will be transported to the <br />Caltrans Stockton yard, 1604 S B St. (PR0513802), and placed into a drum for <br />storage until disposal. All Environmental Services covered the <br />diesel-contaminated soil with visqueen and sandbags until the spill cleanup is <br />scheduled. <br />Although the canal was not impacted by the release, Rigo Espinoza of All <br />Environmental stated David of the Banta-Carbona Irrigation District was on-site <br />and left before my arrival. Called Banta-Carbona Irrigation District (209- 835-4670) <br />and left a voice message with my contact information if they have any questions. <br />Took photos. Left site for home. Arrived home. Date stamped and downloaded <br />photos. Generated complaint, Notice To Abate, Emergency Response Record, <br />and Prop 65. Ennailed Notice To Abate to Sukhwinder Singh, owner of Subedar <br />Trucking Inc (subedartrucking©gmail.com).
