Please revise the closure and <br /> postclosure maintenance plans to reflect changes in leachate <br /> monitoring. " <br /> Response: <br /> According to Section 2543 (a) , of Article 4, of Chapter 15, of <br /> Division 3, of Title 23, of the California Code of Regulations, <br /> "Leachate collection and removal systems are required for Class I <br /> landfills, surface impoundments, and waste piles; for Class II <br /> landfills and surface impoundments; and for Class III landfills <br /> which have a liner or accept sewage or water treatment sludge. " <br /> The Harney Lane Sanitary Landfill is a Class III landfill that was <br /> not required to have a leachate collection and removal system by <br /> the Central Valley Regional Water Quality Control Board. It was <br /> permitted and developed without a liner or leachate collection and <br /> removal system. Therefore, leachate monitoring is not feasible and <br /> will not be performed during the postclosure period at the Harney <br /> Lane Sanitary Landfill . The parameters listed in Appendix 1 of 14 <br /> CCR, Division 7, Chapter 3, Article 7.8 are to be applied to <br /> leachate samples from a collection system. Since the Harney Lane <br /> Sanitary Landfill does not have a leachate collection system, <br /> ground water monitoring will be performed according to Title 23, <br /> Chapter 15, Article 5. <br /> Comment 20: <br /> "The operator is required to include costs for leachate quality and <br /> quantity for monitoring of the chemical parameters listed above in <br /> the closure and postclosure maintenance cost estimate sections. " <br /> Response: <br /> Costs have not been included for leachate quantity and quality <br /> monitoring because the Harney Lane Sanitary Landfill does not have <br /> a Leachate Collection and Removal System, and leachate monitoring <br /> will not be performed. <br /> Comment 21: <br /> "The operator must specify the amounts of seed mixture, fertilizer, <br /> and hydromulching costs associated with vegetation establishment. <br /> The amount allocated for revegettion in the closure cost estimates <br /> seems low when compared to example closure costs given March 1990 <br /> Waste Age Magazine.
