Kim Schwab
January 28, 1992
Page 5
Comment 16:
This comment addresses the previously submitted Slope Stability
Analysis. This analysis did not address all requirements according
to 14 CCR 17777.
Response:
Kleinfelder, Inc. prepared a revised slope stability analysis to
meet the requirements of 14 CCR 17777. The revised slope stability
analysis is included as Appendix B of the Final Closure Plan.
Comment 17:
"What security measures are in place or are proposed to protect the
drainage detention basin form unauthorized entry (14 CCR 17778 (f)
(3) ) ? Closure cost estimates are provided for additional fencing,
but there is no description of the existing and proposed fencing.
Please elaborate in text in order to clarify closure cost
estimates. "
Response:
The revised plan does not show any additional fencing. The current
fencing consists of a perimeter four strand barbed wire fence. The
entrance on Harney Lane is protected by a locked chain link gate.
The current fencing will be adequate to protect against
unauthorized entry.
Comment 18:
"Provide a run-off analysis for sheet and rill erosion to predict
the soil loss or potential loss under various conditions (14 CCR
17779 (h) ) . -
Response:
Section 12 of the Closure Plan includes calculations predicting
annual soil loss using the Universal Soil Loss Equation.
Comment 19:
"Leachate must be monitored in accordance with 14 CCR 17781 (c) .
The operator must monitor leachate quality and for the accumulation
of leachate. Both the quantity and quality of leachate must be
monitored at least quarterly or whenever ground water samples are
collected (14 CCR 17781 (b) (2)) . In addition to the sampling
