WASTE DISCHARGERQUIREMENTS 3
FOR THE CLOSURE AND POST CLOSURE
OF HARNEY LANE CLASS III LANDFILL
SAN JOAQUIN COUNTY
the site. The depths of these wells range from 152 to 392 feet below ground
surface.
13. Surface drainage is to South Paddy Creek, a tributary to Bear Creek and
Disappointment Slough, which flow into the San Joaquin River.
14. The beneficial uses of these surface waters are agricultural supply, recreation,
esthetic enjoyment, navigation, ground water recharge, fresh water
replenishment, and preservation and enhancement of fish, wildlife and other
aquatic resources.
FACILITIES OPERATION
15. The Discharger stopped accepting waste in October 1991. The site is in the
process of closing according to an engineered and certified closure and post-
closure maintenance plan submitted to the Board on 23 May 1986. During
operation, the landfill had been accepting approximately 125,000 tons of waste
annually.
WASTE MANAGEMENT UNIT DESIGN
Landfill
16. The Discharger's data demonstrate that natural geologic materials between
the base of the Class III landfill it and ground water has not prevented the
impairment of beneficial uses of ground water from the discharge of "non
hazardous solid wastes" to the landfill unit during operations. Construction
of a clay barrier layer over the landfill during closure will reduce infiltration
of rainwater which can cause leachate to form.
Impoundment
17. The site has no surface impoundments and there are no existing liners or
leachate collection systems. The Discharger has not submitted any proposal
for the construction of surface impoundments for the future disposal of
leachate.
