WASTE DISCHARGERQUIREMENTS 3 <br /> FOR THE CLOSURE AND POST CLOSURE <br /> OF HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> the site. The depths of these wells range from 152 to 392 feet below ground <br /> surface. <br /> 13. Surface drainage is to South Paddy Creek, a tributary to Bear Creek and <br /> Disappointment Slough, which flow into the San Joaquin River. <br /> 14. The beneficial uses of these surface waters are agricultural supply, recreation, <br /> esthetic enjoyment, navigation, ground water recharge, fresh water <br /> replenishment, and preservation and enhancement of fish, wildlife and other <br /> aquatic resources. <br /> FACILITIES OPERATION <br /> 15. The Discharger stopped accepting waste in October 1991. The site is in the <br /> process of closing according to an engineered and certified closure and post- <br /> closure maintenance plan submitted to the Board on 23 May 1986. During <br /> operation, the landfill had been accepting approximately 125,000 tons of waste <br /> annually. <br /> WASTE MANAGEMENT UNIT DESIGN <br /> Landfill <br /> 16. The Discharger's data demonstrate that natural geologic materials between <br /> the base of the Class III landfill it and ground water has not prevented the <br /> impairment of beneficial uses of ground water from the discharge of "non <br /> hazardous solid wastes" to the landfill unit during operations. Construction <br /> of a clay barrier layer over the landfill during closure will reduce infiltration <br /> of rainwater which can cause leachate to form. <br /> Impoundment <br /> 17. The site has no surface impoundments and there are no existing liners or <br /> leachate collection systems. The Discharger has not submitted any proposal <br /> for the construction of surface impoundments for the future disposal of <br /> leachate. <br />
