WASTE DISCHARGE QUIREMENTS 4 <br /> FOR THE CLOSURE AND POST CLOSURE <br /> OF HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> Certification <br /> 18. Mr. Gabriel E. Karam, a registered civil engineer, has certified that all WMUs <br /> at this facility meet the construction or prescriptive standards and <br /> performance goals of Chapter 15. <br /> LANDFILL CLOSURE <br /> 19. The Discharger has submitted a closure and post-closure maintenance plan, <br /> dated 23 May 1986. <br /> FINANCIAL ASSURANCES <br /> 20. The Discharger has obtained and maintained assurances of financial <br /> responsibility for initiating and completing corrective action for all known <br /> and reasonably foreseeable releases from the waste management units. The <br /> Discharger has also established an irrevocable closure fund or other means to <br /> ensure closure and post-closure maintenance of each waste management unit. <br /> Such assurances or funds for corrective action and closure consist of a pledge <br /> of revenue from the County government, and a post-closure maintenance <br /> fund. <br /> CEQA CONSIDERATIONS <br /> 21. The action to revise WDRs for this WMU is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, <br /> et seq.), in accordance with Title 14, CCR, Section 15301 for existing facilities. <br /> OTHER CONSIDERATIONS <br /> 22. This Order implements (1) the Water Quality Control Plan for the San Joaquin <br /> River Basins (5C) which was adopted initially on 25 July 1975, and (2) the <br /> prescriptive standards and performance goals of Chapter 15, effective 27 <br /> November 1984. <br /> PROCEDURAL REQUIREMENTS <br /> 23. The Board has notified the Discharger and interested agencies and persons of <br /> its intention to revise the WDRs for this facility. <br />
