Box 1810 <br /> Stockton, CA 95201 <br /> Subject : Final Closure and Postclosure Maintenance Plans, <br /> Harney Lane Landfill, San Joaquin County, Facility <br /> No. 39-AA-0003 <br /> Dear Mr. Horton: <br /> I am writing in response to the need for resolution of <br /> outstanding comments regarding final closure and postclosure <br /> maintenance plans (final plans) for the Harney Lane Landfill . <br /> Resolution of these comments is needed to provide a basis for <br /> approval of the final plans pursuant to Title 14, California Code <br /> of Regulations (14 CCR) , Division 7, Chapter 5, Article 3 .4 . The <br /> current draft of the final plans is dated January, 1992 . <br /> The Regional Water Board transmitted their remaining comments <br /> regarding the final plans by letter dated October 18, 1993 <br /> (enclosed) . The San Joaquin County Solid Waste Local Enforcement <br /> Agency (LEA) transmitted their remaining comments regarding the <br /> final plans by memo dated November 19, 1993 (enclosed) . Approval <br /> of the final plans by the LEA and Regional Water Board will be <br /> necessary for approval by the Board. Approval by the Board is <br /> required to allow disbursement of financial assurances for <br /> closure. <br /> The following summarizes outstanding comments to be addressed: <br /> 1 . Final cover Construction Quality Assurance (CQA) issues to <br /> be addressed are summarized in five comments provided in <br /> the Regional Water Board letter dated October 18, 1993 . <br /> Board and LEA staff defer resolution of CQA issues to the <br /> Regional Water Board at this time . Revision of CQA <br /> documentation and inclusion of test pad results to address <br /> these comments should be incorporated in revised final <br /> plans. <br /> 2 . A revised landfill gas monitoring plan must be submitted as <br /> part of the final plans (14 CCR 17783 .3 through 17783 . 13) . <br /> Board staff note that separate documentation has been <br /> Printed on Recycled Paper-- <br />
