Box 2009 ENVIROMERTAL HEALTH <br /> Stockton, CA 95201 F ►Y/SERVICES <br /> SUBJECT: Harney Lane Landfill, Facility 39-AA-0003 <br /> Dear Mr. Miller : <br /> This is in response to the closure plan, dated May 1986, that was <br /> submitted for the Harney Lane Landfill. The plan has been reviewed <br /> and our comments are as follows. <br /> On page I-4, it is stated to be within the scope of services that the <br /> report meet the engineering report requirements of California <br /> Administrative Code Section 17751® Our review of the closure plan <br /> indicates this requirement has not been satisfied. The closure plan <br /> focuses on closure and post-closure. An estimate of the remaining <br /> site life is presented, as required by Section 17751; however, there <br /> doesn' t appear to be a review of the site design or implementation <br /> and operation plan by a registered civil engineer. This review <br /> should be presented under separate cover, and contain the conclusions <br /> and recommendations of the engineer relative to any revisions that <br /> may be necessary in the operation plans. These recommendations form <br /> the basis for revising and updating the Report of Disposal Site <br /> Information. <br /> Because this site' s five-year engineering review is overdue, and <br /> because the site is expected to be operated into 1991, I urge you to <br /> hasten the operator to conduct this review. Additionally, the five- <br /> year permit review, pursuant to Section 18213 is also overdue. Steps <br /> should be initiated to have the operator file an application for <br /> permit review, pursuant to CAC Section 18213. <br /> Regarding the closure plan, it appears the document was prepared in <br /> response to requirements contained in Subchapter 15 of Title 23.
