The purpose of this document is to outline the general concerns <br /> of the California Waste Management Board which should be <br /> addressed when an owner/operator contemplates closing a solid <br /> waste disposal site. Additional concerns may be expressed on a <br /> site specific basis. Therefore, an owner/operator <br /> /operator who is <br /> preparing to close a site should contact the Board and the Local <br /> Enforcement Agency to review specific site considerations . <br /> The closure of a solid waste disposal site is a significant <br /> change in the operation of the facility and requires a revised <br /> solid waste facilities permit . in support of the application for <br /> a revised permit, an amended Report of Disposal Site Information <br /> (RDSI ) is required to be submitted to the Local Enforcement <br /> Agency. Prior to submittal of the application, the project must <br /> comply with CEQA. The-contents of the RDSI are spelled out in <br /> Section 17616 , Chapter 3, Title 14, California Administrative <br /> Code and will comprise the Closure Plan. In addition, other <br /> sections of the CAC refer to requirements relevant to the closure <br /> and post-closure maintenance of disposal sites. These sections <br /> of the CAC are referenced herein by section number only. <br /> When the development of a closure plan is contemplated, it is <br /> imperative that all appropriate agencies be contacted for input. <br /> In this way, a single document may be sufficient to meet the <br /> needs of solid waste, water quality, health and air pollution <br /> agencies. <br /> The closure period is characterized by the following activities', <br /> but may include other activities, which must be adequately <br /> addressed in the closure plan: <br /> —Completing waste cell const-ruction, grading, final cover and <br /> surface drainage systems. <br /> - Removing structures, utilities and fences ( if there are no <br /> reasons in terms of safety that would necessitate restricting <br /> access ) . <br /> - Constructing final access roads , curbing and road drainage <br /> systems. <br /> - Disposal of equipment, tools and other inventoried materials <br /> which are not necessary to long term maintenance. <br /> - Installing leachate and gas monitoring, collection and <br /> treatment systems as required. <br /> The post closure period refers to the time in which waste <br /> continues to pose a threat to health, safety and the environment. <br /> Activities which may occur during this period, and which must be <br /> adequately addressed in the closure plan, include: <br />
