Box 2009 <br /> Stockton, CA 95201 <br /> Subject: Report of Landfill Gas Migration testing at <br /> Harney Lane Landfill - 39-AA-0003 <br /> On October 1, 1987 , staff person, Sharon Anderson, tested on -site <br /> and off-site structures for the presence of landfill gas by using <br /> an Organic Vapor Analyzer (OVA) , This testing was prompted as a <br /> means of resolving an indeterminate status of Section 17705 - Gas <br /> Control , as cited during the second California Waste Management <br /> Board (CWMB) inspection, conducted on February 25, 1987, by Jack <br /> Miller. <br /> By using a bar-hole punch and a gas tech analyzer, the inspection <br /> indicated that gas was present in concentrations of four to five <br /> percent surrounding on-site structures, and in concentrations of <br /> two to four percent near off-site structures. <br /> On July 14, 1987 , compliance staff person, Mary Coyle, met with <br /> the operator of this facility to discuss the second CWMB <br /> inspection. The operator stated that the LEA had tested the. off - <br /> site structures for the presence of methane and none was <br /> detected. <br /> Staff tests results were as follows: <br /> On-Site Structures: <br /> The two on-site structures consisted of a workshop/maintenance,.-. <br /> barn and the scalehouse. The maintenance barn was constructed- on <br /> natural ground and had earth floors, except in a small storage - <br /> room and lavatory, in which the floors- were concrete.--- The _ _.7_ <br /> structure was tested in all rooms and along cracks or paths of. ._. <br /> obvious gas migration. No vapors were detected above the <br /> background level of 3 ppm. One drain pipe, which vented in the <br /> lavatory, measured 5 ppm over background and drained into a <br /> septic tank. The scalehouse was constructed on a concrete pad <br /> and was well sealed with caulking compound. No landfill gas <br /> vapors were detected with the OVA in that building. <br />
