CENT 'ALLEY REGIONAL WATER QUALITY NTROL BOARD <br /> INSPECTION REPORT <br /> DISCHARGER : HARNEY LANE CLASS III LANDFILL 14 March 1988 <br /> LOCATION & COUNTY : 14750 E. Harney Lane, San Joaquin County <br /> CONTACT( S ) : Tom Horton, Solid Waste Manager <br /> INSPECTION DATE : 12 December 1987 <br /> INSPECTED BY : M. H. Mosbacher <br /> ACCOMPANIED BY : <br /> OBSERVATION AND COMMENTS: <br /> The purpose of this inspection was a quarterly Class B compliance inspection. My <br /> observations and comments are as follows: <br /> Iarrived on site at approximately 0900 hrs. The weather was clear and calm. <br /> Ponding water was evident in several areas and in some instances waste was exposed <br /> and sitting in the water. Specific locations of the ponding were at the north end <br /> of the site, along the east edge of the access road and at the toe of the active <br /> fill area. The drainage control facilities along the northeastern and eastern <br /> perimeters of the site were inadequate to handle the storm flows from the site due <br /> to insufficient fall in perimeter drainage ditches. <br /> Ponding of water on wastes and the placement of wastes in ponded water is a <br /> violation of the Waste Discharge Requirements Order No. 87-088,, Prohibition No.3 <br /> and Discharge Specification No. 5, which state respectively. "3. The discharge of <br /> 'nonhazardous solid wastes' in ponded water from any source is prohibited" and <br /> "5. Surface drainage from tributary areas, and internal site drainage from surface <br /> and subsurface sources, shall not contact or percolate through 'nonhazardous solid <br /> wastes' discharged at the site". The inadequate drainage facilities are ;n <br /> violation of Discharge Specification No. 8 which states, "8. Annually prior to the <br /> anticipated rainfall period, all necessary runoff diversion channels shall be in <br /> place to prevent erosion or flooding of the site." <br /> I' discussed the above violations with Tom Horton and Mark Urguahart later during <br /> the day when they joined me at Foothill Landfill . <br /> INSPECTION SUMMARY: <br /> The site was in violation of Waste Discharge Requirements Prohibition No. 3 and <br /> Discharge Specification Nos. 5 and 8 due td excessive ponding and inadequate <br /> drainage facilities. <br /> Michael M.
