In June of 1982 , due to the <br /> increased difficulty of complying with the waste discharge <br /> requirements of the State Water Quality Control Board, the Board <br /> of Supervisors authorized the Department of Public Works to refuse <br /> septage at Harney Lane during the winter months (October 15th <br /> through April 15th) . <br /> We have now been advised by the San Joaquin County Housing <br /> Authority that they qualify for a $5 ,000 , 000 grant to completely <br /> reconstruct the migrant labor camp located adjacent to the Harney <br /> Lane landfill site. However, the Farmers Home Administration, the <br /> grantor agency, has advised the Housing Authority that in <br /> order to qualify for the grant funds, the sewer ponds located at <br /> the landfill must no longer be used and the existing ponds <br /> covered. <br /> MATHEWS ROAD LABOR CAMP <br /> If the Housing Authority is to reconstruct the migrant labor camp <br /> on Harney Lane, they will need to extend for another fiscal year <br /> (1984-85 ) the use of the old migrant labor camp on Mathews Road <br /> (Camp No. 1 near the General Hospital) . Also, if Camp No. 1 is <br /> to be used for another season, discussions should be held between <br /> the Housing Authority and the Department of Public Works <br /> regarding extending the water service line that feeds the camp to <br /> the main water line on Mathews Road, in order to form a loop. <br /> This is recommended because ever since the Southern Water System <br /> became operational ( July 1981) , furnishing water to this camp has <br /> resulted in water pressure problems at the Hospital, plus periods <br /> of dirty water for the camp. <br />
