Leland Hall F EW411YSERVICES <br /> Director of Environmental Health Division <br /> San Joaquin Local Health District <br /> 1610 East Hazelton Avenue <br /> Post Office Box 2009 <br /> Stockton, California 95201 <br /> RE: Pre-Winter Preparation for Harney Lane Sanitary Landfill Permit 39-AA-003 <br /> Dear Mr. Hall: <br /> In accordance with requests from the San Joaquin Local Health District, and the <br /> requirement of part 2-A of the Solid Waste Facility Permit for the Harney Lane <br /> Sanitary Landfill, the following winterization plan is submitted for your <br /> review. <br /> LOCATION OF WINTER DISPOSAL SITE: <br /> Winter operations will take place north of the 31 + 00 gridline and west of <br /> the 24 + 00 gridline, as shown on the attached map. Two areas within this <br /> space will be utilized, one for wet weather operations, and one for dry <br /> weather operations. <br /> An all weather road has been constructed to an unloading pad which measures <br /> approximately 200 x 330 feet. This pad was oiled and sanded in preparation <br /> for the winter season. During wet weather, vehicles operate on this pad <br /> and dump their loads near the edges. A small rubber tire end loader is <br /> used to push the waste to the working face where it is spread and compacted <br /> utilizing a landfill compactor. Cover material is hauled from storage <br /> area number one and dozed over the face of the lift at the end of each <br /> working day. <br /> During dry weather, waste will be placed in the dry weather area and land- <br /> filled in an area fill manner. Waste will be compacted with a landfill <br /> compactor and covered daily with cover material obtained from stockpile <br /> number 2. <br />
