September 29, 197' HARNEY LANE LANDFILL Description of Site Operation We can classify the operation as a cut & cover system. The material used for cover has been stockpiled from areas that ,iave been excavated for waste disposal. The Harney Lane Landfill is being utilized as a class II site. We do not use a compactor to compact the waste material. As the waste is moved to the. fill area by a dozer, we estimate a_compaction of the waste to be approximately 2 to 1. -UENOMNM � The Harney Lane Landfill is open to the public from 8:00 a.m. to 5100 A.m. every week with the site only being closed for 3 holidays each year which are Thanksgiving, Christmas and New Year's Day. ZL11 vehicles bringing waste to the site are directed to the proper location for discharge. The solid waste delivered by the public or the Contract Carrier's are using the same disposal area. Septage to be discharged is being mixed with the days waste to be sure we do not produce an odor or rodent problem and then placing fill material over the waste at the end of the day. A well is located in this area as well with a storage tank adjacent to it. Adverse weather conditions will make daily operations somewhat more difficult, however the landfill continues to function. Deliveries during this type of weather are usually by the Contract Carrier's, therefore the quantity delivered to the site is considerably less. Equipment operation nois�els have not affected neighboring individuals : as the landfill operation covers a large area and any equipment noise would be intermittent. The Migrant Labor Camp to the west is occupied only on a seasonal basis.
