This operation provides effective con- <br /> trol of its, inerts, etc. When the cover is placed each day, we have found <br /> a dust problem could develop that would affect neighbors in the area. The water <br /> truck is used to keep the dirt stockpile damp so that any excessive wind would <br /> not produce blowing dust. <br /> Litter control is handled effectively by county personnel on a daily basis. <br /> Periodic patrols along the perimeter of the site cleans up any litter in the <br /> area. <br /> -Fire control, when needed, can effectively be controlled with the water <br /> truck that is at the landfill site on a 24 hour basis. During the days oper- <br /> ation, the water truck is always in the vicinity to assist if fire control is <br /> needed. <br /> A metals recovery area has been established to receive all metal products. <br /> Removal to a metals firm for sale & recovery is performed by county personnel. <br /> Wastes Received <br /> The Harney Lane Landfill receives municipal solid waste, household waste, <br /> liquid waste and.septaae waste. The waste stream is composed primarily of <br /> paper products, glass, cans, garden trimmings and various metal items. Z JjL1 <br /> is placed in a recovery area where it will be transported to a local metal firm <br /> for recycling. Currently we are processing about 1,400 c.y. per day at the land- <br /> fill'sand predictions indicate a landfill quantity 227,614 cubic yards will <br /> be used for the calendar year of 1977. Normally in the spL nnc of the year we <br /> will experience some peaklo_ding. This usually does not present any problems <br /> except for the individual going to the landfill site may have to wait a few <br /> minutes to unload. <br /> The liquid motes received will normally be septage discharge. Wastes that <br /> are restricted to a class I site are delivered direct To theme class I disposal <br /> area outside San Joaquin County by the firm handling the product. <br /> Location of >Site <br /> The aerial photograph shows the entire site clearly. We have noted on the <br /> plan view where the landfill operation is taking place at the time the photograph <br /> was taken. <br /> There are 2 entrances to the site with one being locked when the other <br /> access gate is being used. Traffic control is handled smoothly with all the <br /> access roads being able to accommodate 2 lanes of traffic. When you arrive at <br /> the disposal site you are directed by county personnel where to discharge the <br /> waste. <br /> The types of vehicles using the landfill are cars, pick-up trucks, vans, <br /> and commercial compactor trucks. This would account for the great majority of <br /> vehicle types. The:. traffic volume per week is approximately 1,900 vehicles. <br />
