Box 2009 <br /> Stockton, CA 95201 <br /> SUBJECT: HARNEY LANE SANITARY LANDFILL FEB 0 8 W5 <br /> Dear Mr. Hall: ENV{ L <br /> HEALTH <br /> On several recent inspection reports, it has been noted that the final cover <br /> has not been placed over the Harney Lane Landfill, and that there are de- <br /> pressions and ponding on top of the site. <br /> Please be advised that the County is in the process of developing a prelimi- <br /> nary closure plan for the Harney Lane Sanitary Landfill. This plan will <br /> undoubtedly alter the present elevations of the top of the site by the <br /> placing of an additional lift of refuse over the entire site. This prelimi- <br /> nary closure plan will be prepared in accordance with State regulations, and <br /> will be available in approximately 60 days. <br /> Therefore, the top of the site is not at its final elevation, and the final <br /> cover material will not be placed on the top of the site until it is brought <br /> up to the final design elevation. <br /> This letter is to inform the Environmental Health Division that the County <br /> is not ignoring the inspection reports, and that problems raised in the <br /> report will be addressed in the very near future. <br /> Recently, members of your staff indicated that the Environmental Health Divi <br /> sion had received complaints concerning the Harney Lane Sanitary Landfill <br /> operation. These complaints included that the site was not being covered at <br /> the end of each day, that strong odors were coming from the site, and that <br /> the County excavated a pin to an elevation below that which the State permit <br /> allows.. <br /> I have checked with the landfill foreman, made several spot checks, and have <br />
