Mr. Henry Hirata -2- 22 February 1985 <br /> 2) Dischargers who own or operate existing waste management units for which <br /> waste discharge requirements were issued before the effective date of this <br /> subchapter shall submit a report of waste discharge which complies with <br /> Subsection (a) of this section to the regional board, together with the <br /> appropriate filing fee, on request. Any applicable information required by <br /> Sections 2594 through 2597 of this article which has been submitted to the <br /> regional board, or another state agency, may be incorporated by reference, <br /> provided that the report shall not be considered complete until referenced <br /> information is received or obtained by the regional board." <br /> You must comply with all the Subchapter 15 regulations applicable to "existing <br /> waste management units" as defined in Subchapter 15. Specifically, compliance <br /> with Article 4 (as feasible), Article 5, and Article 8 must be met. The Report of <br /> Waste Discharge referenced in Subsection 2590(b)(2) must comply with Article <br /> 9. <br /> The technical report referenced in Subsection 2590(b)(1) shall be prepared accord- <br /> ing to Subsection 2596(a)(3), which states: <br /> "Dischargers shall submit detailed plans and equipment specifications for <br /> compliance with the ground water and unsaturated zone monitoring require- <br /> ments of Article 5 of this subchapter. Dischargers shall provide a tech- <br /> nical report which includes rationale for the spatial distribution of <br /> ground water and unsaturated zone monitoring facilities, for the design of <br /> monitoring points, and for the selection of other monitoring equipment. <br /> This report shall be accompanied by: <br /> A) a map showing the locations of proposed monitoring facilities; and <br /> B) drawings and data showing construction details of proposed monitoring <br /> facilities. These data shall include: <br /> (i) casing and test hole diameter; <br /> (ii) casing materials (PVC, stainless steel , etc.) ; <br /> (iii) depth of each test hole; <br /> (iv) size and position of perforations; <br /> (v) method of joining sections of casing; <br /> (vi) nature of filter material ; <br /> (vii) depth and composition of seals; <br /> (viii) method and length of time of development; <br /> C) specifications, drawings, and data for location and installation of <br /> unsaturated zone monitoring equipment." <br /> In order to comply with both your Waste Discharge Requirements and the revised <br /> Subchapter 15 regulations now in effect, we request that you submit a Report of <br /> Waste Discharge and a technical plan as specified above. <br />
