Box 1810 <br /> Stockton, CA 95201 <br /> Subjects Permit Review <br /> Dear Mr. James <br /> The California Government Code requires all solid waste facility <br /> permits to be reviewed at least every five years . Your local <br /> enforcement agency (LEA) has designated your solid waste facility <br /> permit for review during the next five months . The California <br /> Administrative Code requires that the owner or operator shall <br /> cause a registered civil engineer to review the site design and <br /> operation plan 'to determine if any revisions are necessary and to <br /> estimate the remaining site life. The conclusions and <br /> recommendations of the engineer ' s review shall be presented in a <br /> report and filed with the LEA and the California Waste Management <br /> Board (CWMB) . <br /> Should the engineering review determine that an adequate design <br /> or operation plan does not exist, you must amend your report of <br /> disposal site information. This report would be prepared by a <br /> registered civil engineer, supplying any required additional <br /> information. The reports would then be submitted to the LEA and <br /> the CWMB for review. <br /> Should the engineering review determine that an adequate design <br /> and operation plan does exist, you must submit the engineering <br /> report to the LEA and the CWMB for review and the reissuance of <br /> your solid waste facility permit. <br /> If your facility began operation prior to August 1'5, 1977 you may <br /> have a "grandfathered" facility permit under California <br /> Government Code section 66796.30. In this case, you may not have, <br /> provided a site design or operation plan with your permit <br /> application at that time. If you did not, you need to prepare <br /> and submit a report of disposal site information now. The report <br /> of disposal site information contains the information on the site <br /> design and operation plan. <br />
