STATE OF CXUFORNIA• GEORGE DEUKMEJIAN, Govemor
CALIFORNIA WASTE MANAGEMENT BOAR
a,
1020 NINTH STREET, SUITE 300
SACRAMENTO, CA 95814 ; _ - L ' p j '•
JUN 1018
X085
JUN 2 5 1
ErvvkU v E v riHEALTH
F RMII SERVICE
Mr. Lloyd James
Harney Lane Landfill
Department of Public Works
P.O. Box 1810
Stockton, CA 95201
Subjects Permit Review
Dear Mr. James
The California Government Code requires all solid waste facility
permits to be reviewed at least every five years . Your local
enforcement agency (LEA) has designated your solid waste facility
permit for review during the next five months . The California
Administrative Code requires that the owner or operator shall
cause a registered civil engineer to review the site design and
operation plan 'to determine if any revisions are necessary and to
estimate the remaining site life. The conclusions and
recommendations of the engineer ' s review shall be presented in a
report and filed with the LEA and the California Waste Management
Board (CWMB) .
Should the engineering review determine that an adequate design
or operation plan does not exist, you must amend your report of
disposal site information. This report would be prepared by a
registered civil engineer, supplying any required additional
information. The reports would then be submitted to the LEA and
the CWMB for review.
Should the engineering review determine that an adequate design
and operation plan does exist, you must submit the engineering
report to the LEA and the CWMB for review and the reissuance of
your solid waste facility permit.
If your facility began operation prior to August 1'5, 1977 you may
have a "grandfathered" facility permit under California
Government Code section 66796.30. In this case, you may not have,
provided a site design or operation plan with your permit
application at that time. If you did not, you need to prepare
and submit a report of disposal site information now. The report
of disposal site information contains the information on the site
design and operation plan.
