Leland Hall <br /> Director of Environmental Health Division <br /> San Joaquin Local Health District <br /> 1610 East Hazelton Avenue <br /> Post Office Box 2009 <br /> Stockton, CA 95201 <br /> Re: PRE-WINTER PREPARATION FOR HARNEY LANE SANITARY LANDFILL PERMIT 39-AA-003 <br /> Dear Mr. Hall: <br /> In accordance with requests from the San Joaquin Local Health District, and the <br /> requirement of part 2-A of the Solid Waste Facilities Permit for the Harney <br /> Lane Landfill, the following winterization plan is submitted for your review. <br /> LOCATION OF WINTER DISPOSAL SITE <br /> The closure plan for the Harney Lane Landfill requires -placing additional lifts <br /> over the top of the site, to develop a 3% slope as required in subchapter 15, <br /> chapter 3, of Title 23 of the California Administrative Code. The 85/86 winter <br /> plan will bring a portion of the site to final grade according to the closure - <br /> plan. <br /> Generally, winter wet weather operations will take place between grid line <br /> numbers 23+00 N to 30+00 N and 20+00 E to 30+00 E 'as shown on the attached <br /> map. Location of the actual areas to receivewasteare shown as Areas C & <br /> D. This area will provide approximately 500,000 sq feet, or 97,000 c.y. of <br /> space with a 6' high lift, and a total of 170,000 c.y. of space with placement <br /> of a second 6' lift. <br /> During the period of November 1, 1985 thru April 30, 1986 about 82,300 c.y. of <br /> space will be consumed. Therefore, the;wet weather area will provide sufficient <br /> capacity to accept waste coming to the landfill during the winter months. <br /> During periods of dry weather, waste will continue to be placed in the pit <br /> area located in Area F on the attached map. This will conserve wet weather <br /> area space and reserve it for future wet weather operations. <br /> FERM{ 1 <br />
