Leland Hall October 23, 1985 <br /> ACCESS ROADS AND UNLOADING PADS <br /> An all weather access road has been constructed, which has a compacted soil <br /> foundation, an 8" gravel base, and an oiled surface. <br /> The access road leads to two unloading pads shown as A & B on the attached map. <br /> Area A covers about 75,000 square feet and will be used by the general public. <br /> Area B covers about 32,000 square fee and will be used exclusively by refuse <br /> transfer tractor trailers. Both areas have a compacted soil foundation. Area <br /> A has an oiled surface and Area B will have an oiled surface by November 1, 1985. <br /> During wet weather, vehicles will operate on and dump loads on the pads. A <br /> small, rubber tire endloader will be used to push the waste off of the pad. <br /> A dozer will then push the waste to the place of disposal where it will be <br /> compacted with a landfill compactor, and covered daily with 6" of soil. <br /> COVER MATERIALS STORAGE AREA <br /> About 25,000 c.y. of cover material will be needed during the period of <br /> November 1, 1985 thru April 30, 1986. Approximately 35,000 c.y. is available <br /> in Areas C and E. Areas E are stockpiles containing about 20,000 c.t. of <br /> soil. Areas C are areas which have received a minimum of 2' of interim cover <br /> soil. Prior to placing waste in Areas C, all but 6" of the interim soil will <br /> be removed and used in daily cover operations. This will be performed in <br /> stages, stripping small areas at a time and filling those areas with waste so <br /> that large areas will not be exposed for long periods. About 15,000 c.y. of <br /> soil is available in Areas C. <br /> In the spring of 1986, 2' of cover material will be placed on the wet weather <br /> areas which have been brought to final grade. The other wet weather areas <br /> will receive a minimum of 18" of interim cover. <br /> There is sufficient cover material available in the wet weather area to meet <br /> soil requirements from November 1, 1985 thru April 30, 1986. <br /> RESERVE ROAD MATERIAL STORAGE AREA <br /> The access road to the wet weather area has a sufficient base such that an on- <br /> site storage of reserve materials is not necessary. The County stockpiles <br /> road material at its corporation yard on East Hazelton Avenue in Stockton. <br /> If road material is needed to make repairs to the access road, it may be obtained <br /> from County stockpiles. <br /> SUMMARY <br /> This winter plan provides adequate access to disposal areas and provides more <br /> than enough space and cover materials to last beyond April 30, 1986. <br /> Very truly yours, <br /> Tom Horton <br /> Solid Waste Manager <br /> TH:nc <br /> Attachment <br /> c: Henry M.
