KLEINFELDER & ASSOCIATES <br /> File: S-1008-21/12 :337 <br /> Revised: July 8, 1986 - <br /> GROUND WATER MONITORING PROGRAM <br /> HARNEY LANE SANITARY LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> INTRODUCTION <br /> Title 23, Subchapter 15 , Article 5 of the California <br /> Administrative Code sets forth new monitoring requirements for <br /> existing waste management units. Owners and/or operators of <br /> these waste management units are required to submit a technical <br /> report containing plans and specifications for monitoring <br /> facilities to be used to comply with the Article 5 requirements. <br /> The Harney Lane Sanitary Landfill is operated by the County <br /> of San Joaquin as a Class II-2 landfill in accordance with Solid <br /> Waste Facility Permit Number 39-AA-003 issued by the San Joaquin <br /> Local Health District and Waste Discharge Requirement Order <br /> Number 78-147 , issued by the State of California Regional Water <br /> Quality Control Board, Central Valley Region. These documents <br /> establish operating standards for the entire landfill consisting <br /> of one 97-acre parcel owned by the City of Lodi and an adjacent <br /> 30-acre parcel owned by the County of San Joaquin. Of the total <br /> 127 acres at the site, approximately 112 acres are utilized for <br /> landfill operations with 15 acres planned as a migrant farm labor <br /> housing project . Recently the Hall property, 154 acres south and <br /> adjacent to the landfill , was acquired to be used as a borrow <br /> site. Soil borings in this area showed approximately 3 feet of <br /> fine sandy silt, sandy clay and silty clay at the surface, <br /> overlying silty sands and sandy silts. The soils varied from <br /> moderately cemented at 5 feet to very cemented within 6 feet of <br /> the surface (Kleinfelder, March 1985) . <br /> The ground water monitoring program outlined in the <br /> following sections conforms with the Subsection 2596(a) (3) <br /> technical report requirements and provides the necessary plans <br /> and specifications to install the required monitoring facilities <br /> at the Harney Lane Landfill . <br /> SITE BACKGROUND <br /> The Harney Lane Sanitary Landfill site is located south of <br /> Harney Lane, approximately 1/2 mile west of the intersectionof <br /> Harney Lane and Tully Road in San Joaquin County, California. <br /> The sanitary landfill first began operation in 1948 and at the <br />
