Joaquin <br /> operated a landfill on the adjacent parcel to the west . The <br /> solid waste was incinerated and covered in trenches . Early <br /> records do not identify the exact location and depth of these <br /> early trenches . Available information indicates that some <br /> trenches extended onto the PG&E right-of-way which crosses the <br /> City of Lodi property. <br /> The County of San Joaquin leased the City of Lodi property <br /> in January of 1975 and assumed the responsibility for operating <br /> both landfill areas. By this time, the solid waste was no longer <br /> being incinerated, and a cut and cover operation had been <br /> established. Compaction of the solid waste was achieved using a <br /> dozer . The solid waste trenches were excavated to a 50-foot <br /> depth with the excavated materials being used for cover . The <br /> county planned to add lifts of solid waste to an average <br /> elevation of 118 feet , approximately 20 feet above the existing <br /> ground elevation. The landfill received solid waste from the <br /> public and contract carriers. The nature of the solid waste was <br /> typically domestic refuse, commercial refuse, tires, <br /> construction, and demolition 'waste. The landfill is not <br /> permitted to receive hazardous wastes. <br /> Recent operations at the landfill are similar to past <br /> operations with some improvements as mentioned below. The solid <br /> waste is compacted to a greater degree by a compactor . The daily <br /> 'cover material is applied carefully to avoid wasting soil . The <br /> operators have added soil cover and graded the top of the <br /> landfill to inhibit ponding and avoid percolation through the <br /> landfill . <br /> Water quality monitoring is currently being conducted at the' <br /> site to comply with Waste Discharge Requirements issued by the <br /> Regional Water Resources Control Board. As per these <br /> requirements, four wells in the vicinity of the landfill have <br /> been sampled and analyzed on a quarterly basis since 1980 . <br /> Results of these tests are summarized on Table 2 . <br /> The four wells which have been monitored since 1980 are: <br /> o Well No. 1 -- Sawyer, 15250 East Harney Lane <br /> o Well No. 2 -- San Joaquin County Migrant Labor Camp, <br /> R 14320 East Harney Lane <br /> o Well No. 3 -- Goehring, workshop located at the <br /> southwest corner of Harney Lane Landfill <br />
