A REGIONAL MATER QUALITY CONTtct�°�""` ;ARD <br /> CENTRAL VALLEY REGION <br /> ORDER 0.87-088 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> THE COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The 'California Regional Water Quality Control Board, Central Malley Region, (here- <br /> after Board) finds that: <br /> 1. The San Joaquin County Department of Public Works and the City of Lodi <br /> (hereafter Discharger) submitted a ground water monitar°ipg proposal , dated 3 <br /> October 1985 (revised 8 July 1985) , Repert of Waste Discharge, dated <br /> 8 December 1986, and a closure and post-closure maintenance plan, dated <br /> 21 May 1986, to initiate this revision of their waste discharge requirements <br /> (Order No. 78-147) . <br /> 2. This is an existing landfill which was first operated by the City of Lodi in <br /> 1948. The County of San Joaquin took over operation 1 January 1975. <br /> Both the City of Lodi and the County of San Joaquin owned portions of the <br /> site until April 1987 when the City of Lodi sold their interest in the <br /> landfill to the County of San Joaquin. <br /> 3. The disposal site is at 14750 East Harney Lane, 1/4 mile east of Jack Tore <br /> Road in Section 19, T3N, R8E, MDB M, Parcel Nos. 065-03-06, 03, 08, 09, as <br /> shown in Attachment "A", incorporated herein and made part of this Order. <br /> 4. The Discharger proposes to accept 'nonhazardous solid waste' and ' inert <br /> waste' . The landfill meets the criteria contained in the California Admini- <br /> strative Code (CAC), Title 23, Chapter 3, Subchapter 15, (hereafter Sub- <br /> chapter 15) for classification as a Class III landfill suitable for accepting <br /> such waste. <br /> 5. Of the 127 acres at the site, approximately 112 acres 44911 be used for <br /> landfill operations, with 15 acres dedicated to a migrant f atm labor housing <br /> project. The 97 acre primary area is currently in use. When it is full, the <br /> 15 acre secondary area will be used. An adjoining =agricultural parcel to the <br /> south was purchased for use as a borrow area 'to satisfy the soil cover <br /> requirements of the landfill . A storm water detention basin is being <br /> developed at the borrow site to control flooding of South Paddy Creek. <br /> 6. The Discharger proposes to close the landfill in stages according to an <br /> engineered and certified closure and post-closure maintenance plan submitted <br /> to the Board on 23 May 198G. Final closure of the primary site is planned <br /> for March 1991. Closure cf the secondary site and final closure is planned <br /> for November 1991. San Joaquin County is currently developing a replacement <br /> landfill for Harney Lane. <br /> 7. Additional lif;:s are presently teeing adde=d is the site in order to achieve <br /> a 3% slope on fill surfaces, 'in accordance with Subchapter 15,. <br />
