WASTE DISCHARGE REQUIREMENTS -2- <br /> THE COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> 8. A methane gas monitoring program requested by the California Waste Management <br /> Board has been implemented. The results of quarterly sampling will be used <br /> In planning for any necessary mitigation measures. As a precaution, founda- <br /> tion venting systems were installed on newly constructed migrant farm labor <br /> housing units that are within 1000 feet of the waste management units. <br /> 9 Land within 1 ,000 feet of this site is currently used for agriculture. <br /> 10. Surface water drainage is to Paddy Creek, which in turn is tributary to Bear <br /> Creek, Disappointment Slough and, finally, to the SatJoaquin River. <br /> 11.• Free water surface elevations of ground water in arby domestic and agri- <br /> cultural wells were measured and fluctuates bet ! 15 and 36 feet below <br /> mean sea level . Ground surface elevation at the site is approximately 100 <br /> feet above mean sea level . <br /> 12. The beneficial uses of receiving waters are agricultival supply; recreation; <br /> esthetic enjoyment; navigation; ground water rechar dfresh water replenish- <br /> ment; and preservation and enhancement of fish, wiffflife and other aquatic <br /> resources. <br /> 13. The Water Quality Control Plan for the Sacramento-Un n Joaquin Delta Basin <br /> (5B) was adopted on 25 July 1975, and this Order impirlaments the water quality <br /> objectives stated in that Plan: <br /> 14, The action to revise the waste discharge requiremeift for this facility is <br /> exempt from the provisions of the California Eni' nmental Quality Act <br /> (Public Resources Code Section 21000, et seq.), in accordance with Section <br /> 15301, Chapter 3, Title 14, California Administrative Tb4e. <br /> 1 The Board has notified the Discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements Iftr a Class III landfill <br /> at this disposal site. <br /> 16. The Board in a public meeting heard and considered aTg comments pertaining to <br /> the discharge. <br /> IT IS HEREBY ORDERED that the County of San Joaquin, in order to meet the pro- <br /> ,visions of Division 7 of the California Water Code regulations adopted <br /> thereunder, shall comply with the following: <br /> A. Prohibitions: <br /> 1. The discharge of 'hazardous waste' or 'designatedwastes' at this site is <br /> prohibited. <br />
