WASTE DISCHARGE REQUIREMENTS -3- THE COUNTY OF SAN JOAQUIN HARNEY LANE CLASS III LANDFILL SAN JOAQUIN COUNTY 2. Discharge of solid or liquid wastes, including leachate, to surface or ground waters is prohibited. 3. The placement of 'nonhazardous solid wastes' in, ponded water from any Source is prohibited. B. Discharge Specifications: 1. Neither the closure operations nor the disposal of waste shall cause pollution, or a nuisance as defined in the California Water Code, Section 13050. 2. Waste materials shall be confined to the primary { secondary areas shown on Attachment "A". . ExcavationS made for discharge of wastes shall not extend below elevation 60 feet, USES Datum. 4. The exterior surfaces of the disposal area shall be graded to promote lateral runoff of precipitation and to prevent pondiing. S. Surface drainage from tributary areas, and interml site drainage from Surface or subsurface sources, shall not contact or percolate through `nonhaza.rous solid wastes' discharged at the site. . The active disposal area and the closed sections all be protected from any washout or erosion of wastes or containment facilities, and from inundation, which could occur as a result of flwds having a predicted frequency of once in 100 years. 7. To bring the site into compliance with Subc.hapter. I15: slope requirements, the Discharger will add additional lifts. A slope , ` at least one percent Shall be achieved for 50 percent of the fill surfime by the beginning of the 1987 rainy season. By the beginning of the 3338 rainy season, the entire fill surface shall be at least one percent illope. A three percent slope shall be achieved in three years from the dafte, of adoption of these waste discharge requirements. . Annually, prior to the anticipated rainfall perioi3,, all necessary runoff ,diversion channels shall be in place to prevent eroston or flooding of the site.. . Water used during disposal site operations shall ' limited to a minimal amount reasonably necessary for dust control pur . s and the compaction of clay covers.
