CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER N0. 78-147 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS II-2 SOLID WASTE DISPOSAL SITE <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1 . The San Joaquin County Department of Public Works submitted a report of waste <br /> discharge dated 17 January 1978 and a copy of a Solid Waste Facilities Permit <br /> Application dated 29 September 1977 and a copy of a Solid Waste Facilities <br /> Permit by the State Solid Waste Management Board dated 6 February 1978. <br /> 2. The County of San Joaquin discharges Groups 2 and 3 wastes in Section 19, <br /> T3N, R8E, MDB&M as shown in Attachment "A" incorporated herein and made part <br /> of this Order. The site is located at 14750 east Harney Lane, 1/4 mile (0.4 <br /> km) east of Jack Tone Road. <br /> ,r <br /> k` 3. Surface water drainage is to Bear Creek which is tributary to Disappointment <br /> Slough. <br /> 4. This is an existing disposal site which began operation by the City of Lodi <br /> in 1948. The County took over operation 1 January 1975. <br /> 5. This disposal site meets the criteria contained in the California Administra- <br /> tive Code, Title 23, Chapter 3, Subchapter 15, for classification as a Class <br /> II-2 Disposal Site suitable to receive Group 2 and Group 3 wastes. <br /> 6. Beneficial uses of groundwater are irrigation and domestic water supply and <br /> the beneficial uses of receiving waters are agricultural supply, recreation, <br /> esthetic enjoyment, preservation and enhancement of fish, wildlife, and other <br /> aquatic resources. <br /> 7. Land within 1 ,000 feet (305 m) of this site is used for agriculture. The <br /> County of San Joaquin operates a 15 acre (6 ha) migrant labor camp to the <br /> west and adjoining the landfill . <br /> 8. The Water Quality Control Plan for the Sacramento-San Joaquin Delta was <br /> adopted on 25 July 1975, and this Order implements the water quality objec- <br /> tives stated in the plan. <br /> 9. The Board has notified the discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this sanitary land- <br /> fill . <br /> 10. The Board in a public meeting heard and considered all comments pertaining to <br /> the discharge. <br />
