WASTE DISCHARGE REQUIREMENT <br /> CPUNTY OF SAN JOAQUIN <br /> HARNEY. LANE CLASS II-2 <br /> SOLID WASTE DISPOSAL SITE <br /> SAN JOAQUIN COUNTY <br /> 11. This is an ongoing project as defined in Title 14, California Administrative <br /> Code, Section 15070 and is therefore exempt from the provisions of the Cali- <br /> fornia Environmental Quality Act (Public Resources Code Section 21000 (et. seq.). <br /> IT IS HEREBY ORDERED, the County of San Joaquin and the property owner shall comply <br /> with the following: <br /> Discharge Specifications <br /> 1. The treatment or disposal of waste shall not cause a pollution, or a <br /> nuisance. <br /> 2. Waste materials shall be confined to the designated disposal area shown <br /> on Attachment A. <br /> 3. The disposal area shall be protected from any washout or erosion of <br /> wastes or covering material, and from inundation, which could occur <br /> as a result of floods having a predicted frequency of once in 100 <br /> years. <br /> 4. Surface drainage from tributary areas, a�d internal site drainage from <br /> surface or subsurface sources, shall not \contact or percolate through <br /> Group 2 wastes discharged at the site. <br /> 5., Excavations made for discharge of wastes shall not extend below eleva- <br /> tion +50 feet (15 m) USGS Datum. <br /> 6. Group 1 wastes shall not be deposited at this site. <br /> 7. Liquids of high moisture content waste (greater than 50 percent) shall <br /> not be discharged at this site. Water used during disposal site opera- <br /> tions shall be limited to a mimimal amount reasonably necessary for dust <br /> control purposes. Liquid waste shall be mixed with dry refuse at a rate <br /> not to exceed 25 gallons of liquid waste per cubic yard of dry refuse. <br /> Rainfall shall be included as part of the 25 gallons of liquid waste. <br /> Liquid waste shall be deposited in the upper portion of the refuse to <br /> allow maximum absorption of liquid in dry refuse and to minimize the <br /> possiblity of leachate forming. No liquid waste shall be deposited at <br /> or near the bottom of the refuse. <br /> 8. There shall be no discharge of solid or liquid wastes, including leachate, <br /> to surface or groundwaters. <br /> 9. Barriers shall be maintained to prevent blowing paper from leaving the <br /> designated disposal site. <br /> 10. Annually, prior to the anticipated rainfall period, all necessary runoff <br /> diversion channels shall be in place to prevent erosion or flooding of <br /> the site. <br /> 11. Water used during disposal site operations shall be limited to a minimal <br /> amount reasonably necessary for dust control purposes. <br /> 12. No Group 2 wastes shall be placed in ponded water from any source whatsoever. <br /> - 2 - <br />
