F WASTE DISCHARGE REQUIREMENTS <br /> COUNTY OF SAN JOAQUIN <br /> HARNEY LANE CLASS II-2 <br /> SOLID WASTE DISPOSAL SITE <br /> SAN JOAQUIN COUNTY <br /> 13. ' The exterior surfaces of the disposal area shall be graded to promote <br /> lateral runoff of precipitation and to prevent ponding. <br /> 14. The discharger shall remove and relocate any wastes which are discharged <br /> at this site in violation of these requirements. <br /> 15. The discharge shall not cause a degradation of any water supply. <br /> B. Provisions <br /> 1 . The discharger shall maintain a copy of this order at the site so as to <br /> be available at all times to site operating personnel . <br /> 2. The discharger shall file with this Board a report of any material <br /> change or proposed change in the character, location, or quantity of <br /> this waste discharge. For the purpose of these requirements, this in- <br /> cludes any proposed change in the boundaries, contours, or ownership <br /> of the disposal area. <br /> 3. The discharger shall file a written report within 90 days after the total <br /> quantity of wastes discharged at this site equals 75 percent of the <br /> reported capacity of the site. The report shall contain a schedule for <br /> studies, design, and other steps needed to provide additional capacity, <br /> or the total quantity discharged shall be limited to the reported capacity. <br /> 4. The discharger shall comply with Monitoring and Reporting Program <br /> No. 78-147 and the General Provisions for Monitoring and <br /> Reporting as specified by the Executive Officer. <br /> 5. Ninety (90) days prior to discontinuing the use of this site for waste <br /> disposal the discharger shall submit a technical report to the Board <br /> describing the methods and controls to be used to assure protection of <br /> the quality of surface and groundwaters of the area during final operations <br /> and with any proposed subsequent -use of the land. This report shall be <br /> prepared by or under the supervision of a certified engineering geologist <br /> or registered civil engineer. The method used to close the site and main- <br /> tain protection of the quality of surface and groundwaters shall comply <br /> with waste discharge requirements established by the Board. <br /> 6. The owner of the waste disposal site shall have a continuing responsi- <br /> bility to assure protection of usable waters from the waste discharge, <br /> and from gases and leachate that are caused by infiltration or precipita- <br /> tion or drainage waters into the waste disposal areas or by infiltration <br /> of water applied to the waste disposal areas during subsequent use of the <br /> property for other purposes. <br /> 7. In the event of any change in control or ownership of this treatment and <br /> disposal system, the discharger shall notify this Board of such change and <br /> notify the succeeding owner or operator of the existence of this order. <br /> - 3 - <br />
