Box 2009 <br /> Stockton, CA 95201 <br /> Subject: RCRA Inspection of the Harney Lane, Foothill, French <br /> Camp, and City of Tracy Landfills <br /> Dear Mr. Hall: <br /> Evaluations of solid waste facilities under your jurisdiction <br /> were performed during the period of June 16-18 , 1981, as required <br /> by the federal Resource Conservation and Recovery Act (RCRA) of <br /> 1976. Attached are photo copies of the letters and evaluation <br /> summary sheets sent to each facility operator notifying him or <br /> her of the results of the evaluation. <br /> The Solid Waste Management Board (SWMB) is providing a grace <br /> period of three months beginning with the date of the letter to <br /> the facility operator to correct any deficiencies noted during <br /> a RCRA site investigation. Operators who take advantage of this <br /> opportunity to upgrade their sites must notify the SWMB in writing <br /> of the corrective actions taken before the end of the grace period <br /> and request re-evaluation. Upon this notification, Board staff <br /> will schedule a re-evaluation of each of these sites for RCRA <br /> criteria not needing further investigation. <br /> Site operators not requesting a re-evaluation before the expiration <br /> of the grace period, and sites failing to meet the criteria at the <br /> requested re-evaluation, are subject to placement on the Open Dump <br /> list. <br /> In addition certain criteria at some facilities may be indeterminate <br /> at this time and require further investigation. When the evaluation <br /> of any indeterminate criterion is completed the facility operator <br /> will be notified of the results in writing and if any non-compliance <br /> with RCRA is noted a three month grace period will start at the time <br /> of notification. <br /> The inventory summary" sheets may also note deficiencies with regard <br /> to the State Minimum Standards as established by Title 14 , California <br /> Administrative Code, Chapter 3 commencing with Section 17200 .
