Dixon <br /> County Administrator <br /> AUTHORIZATION TO REFUSE SEPTAGE AT <br /> HARNEY LANE LANDFILL DURING WINTER MONTHS <br /> Dear Board Members: <br /> Septage received during the winter months at Harney Lane Landfill cannot <br /> be disposed of in accordance with the California Regional Water Quality <br /> Control Board, Central Valley Region, Waste Discharge Requirements. The <br /> Waste Discharge Requirements state that "liquid waste shall be deposited <br /> in the upper portion of refuse to allow maximum absorption of liquid <br /> in dry refuse" and also "no group 2 wastes shall be placed in ponded water". <br /> During dry weather septage can be handled in accordance to the Waste <br /> Discharge Requirements because the hauling vehicles can maneuver on top <br /> of the refuse and discharge the load. During wet weather the landfill <br /> operations are moved to a location where refuse vehicles can get to the <br /> area but they cannot get on top to spread their load over the refuse. <br /> Because of this, the septage ends up being ponded and creates an unhealthy <br /> condition for the public, haulers and workers at the landfill. <br /> The Department of Public Works is proposing to refuse the acceptance <br /> of septage at the landfill during the wet season in order to eliminate <br /> the health hazard and conform to the Waste Discharge Requirements. <br /> In the event the proposal is put into effect, the septage haulers <br /> would have to go to some other facility for disposal. There are several <br /> other facilities within the County that accept septage pumpings. The <br /> charge for disposal varies from one location to the other and the haulers <br /> travel distance to disposal sites could increase and in some cases decrease. <br />
