Board of Supervisors -2- June 8, 1982
The disposal charge at Harney Lane Landfill is $5.00 per load (average
load 2000 gallons) regardless of size. Other disposal sites that have
a flat rate are the Stockton Regional Wastewater Treatment Facility at
$5.00 per load and Manteca Wastewater Quality Control District at $4.00
per load. The Lodi White Slough Water Pollution Control District charges
$30 per 1,000 gallons and the Tracy Wastewater Treatment Facility bills
the haulers quarterly based on gallonage ($125 per million gallons) plus
charges determined from results of tests run on the septage making an
average charge of about $35 per load (average load about 2000 gallons) .
All septic haulers are registered and could be notified by mail
prior to the date of the ban. Additional notification could be accomplished
by posting a large sign at the landfill site approximately one month in
advance of commencement date of the non-acceptance period.
It is hereby proposed that the County refuse to accept septage
pumpings at Harney Lane Landfill from October 15th through April 15th
of each year. Adverse weather conditions could govern the extension or
cut-off of this period from year to year. Therefore,
IT IS RECOMMENDED:
That the Board of Supervisors authorize the Department of Public Works
to refuse septage at the Harney Lane Landfill from October 15th through
April 15th of each year with the flexibility to adjust the length of the
period depending on weather conditions by passing and adopting a Board
Order to this effect.
Very truly yours,
William J. Ward r
Director of Public Works
WJW:DCW:djc
cc: County Administrator
County Counsel
Planning Department
Local Health District
Public Works
Board Clerk for Agenda Date 6-15-82
