STATE OF CALIFORNIA—THE RESOURCES AGENCY GEORGE DEUKMEJIAN,GovernorCALIFORNIA REGIONAL WATER QUALITY CONTROL BOARB"-f
CENTRAL VALLEY REGION
3201 S STREET
SACRAMENTO,CALIFORNIA 95816-7090
PHONE: (916)445-0270
21 June 1983
Mr. Henry Hirata
Director of Public Works
County of San Joaquin
Post Office Box 1810
Stockton, CA 95201
HARNEY LANE LANDFILL, SAN JOAQUIN COUNTY
We have recently completed an inspection of your disposal operations at the
subject site. Enclosed is a staff inspection report describing our findings.
Disposal of septage waste via ponds have caused an odor problem which constitutes
a violation of waste discharge requirements for this site (Board Order 78-147) ®
In addition, your existing requirements do not allow disposal of materials with a
moisture content greater than 50% such as septage waste. Therefore, you are
requested to discontinue septage disposal practices at your site. If you decide
to dispose of septage waste you must file a Report of Waste Discharge (form
enclosed) including appropriate fee. This report should include a detailed
description of septage disposal facilities and methods..to_pE.event ador&_and ground
water contamination. We will review this report and consider revision of your
requirements, if appropriate.
We request you inform us by 10 July 1983 of the remedial actions you will take to
reestablish compliance with your waste discharge requirements, and submit. your
plans for septage disposal at your site including a report of waste discharge if
you choose to continue these operations in the future.
You may contact Mr. Robert Jones at (916) 322-1591 if there are any questions.
VN . gJVOkRSTER
Senior Engineer
RSJ:rar
Enclosure
