Mr. Horton <br /> Page 5 <br /> 12 . The CQA Plan and the cost estimates do not agree. The CQA <br /> Plan includes Boutwell permeameter tests and a Sealed Double <br /> Ring Infiltrometer test (SDRI) . There are no cost estimates <br /> for the Boutwell Permeameters or the SDRI. The County <br /> should note that the SDRI and ASTM D3385 (Double Ring <br /> Infiltrometer) are two different tests. ASTM D3385 is not <br /> equivalent to the SDRI and is significantly less expensive <br /> to conduct. <br /> 13 . The section on sheepsfoot compactor operation indicates that <br /> the compactor operator may have to run the water truck. <br /> This would seem to be a very awkward process. <br /> 14. In Section 1-9. 0 on page 8, the closure plan indicates that <br /> two permanent monuments will be installed and every five <br /> years aerial surveys, topographic maps, and iso-settlement <br /> maps will be completed. None of these costs are identified <br /> in either the closure or postclosure cost estimates <br /> sections. Please clarify. <br /> 15. 14 CCR 17776 (f) requires the operator to "prepare <br /> calculations based on the final site configuration to <br /> determine anticipated differential settlement of the site <br /> during the postclosure maintenance period. " Please include <br /> the required calculations in the revised plan. <br /> 16. The slope stability report does not appear to have been <br /> prepared in accordance with' California Division of mines and <br /> Geology notes #42 and #44. The seismic elements called for <br /> in the CDMG notes and required by 14 CCR 17777 (c) (1) (A-C) <br /> are not addressed. Were calculations used to determine the <br /> critical slope as per 14 CCR 17777 (c) (3) ? Appendix B, <br /> Klienfelder Slope Stability Analysis, page 4 states that, <br /> "The effect of ground shaking on the computed factors of <br /> safety was made by applying a site mean peak acceleration of <br /> . 158. 11 14 CCR 17777 (c) (7) requires the maximum expected <br /> horizontal acceleration. The operator is required to <br /> include all the necessary elements of 14 CCR 17777 and <br /> prepare a complete slope stability report as part of the <br /> revised plans. <br /> 17 . What security measures are in place or are proposed to <br /> protect the drainage detention basin from unauthorized entry <br /> (14 CCR 17778 (f) (3) ) ? Closure cost estimates are provided <br /> for additional fencing, but there is no description of the <br /> existing and proposed fencing. Please elaborate in text in <br /> order to clarify closure cost estimates. <br />
