Provide a run-off analysis for sheet and rill erosion to <br /> predict the soil loss or potential loss under various <br /> conditions (14 CCR 17779 (h) ) . <br /> 19 . Leachate must be monitored in accordance with 14 CCR <br /> 17781 (c) . The operator must monitor leachate quality and <br /> for the accumulation of leachate. Both the quantity and <br /> quality of leachate must be monitored at least quarterly or <br /> whenever groundwater samples are collected (14 CCR <br /> 17781 (b) (2) ) . In addition to the sampling parameters in the <br /> groundwater monitoring program the operator must include the <br /> chemical parameters listed in Appendix 1 of 14 CCR, Division <br /> 7 , Chapter 3 , Article 7 . 8. Please revise the closure and <br /> postclosure maintenance plans to reflect changes in leachate <br /> monitoring. <br /> 20. The operator is required to include costs for leachate <br /> quality and quantity for monitoring of the chemical <br /> parameters listed above in the closure and postclosure <br /> maintenance cost estimate sections. <br /> 21. The operator must specify the amounts of seed mixture, <br /> fertilizer, and hydromulching costs associated with <br /> vegetation establishment. The amount allocated for <br /> revegetation in the closure cost estimates seems low when <br /> compared to example closure costs given in March, 1990 Waste <br /> Age Magazine (table two, page 41) . The closure estimate for <br /> the landfilled area is $380 per acre while example estimates <br /> for seed, fertilizer, and mulch range from $1000-$1500 per <br /> acre. <br /> 22 . The operator will be required to amend the closure and <br /> postclosure maintenance plans, upon approval and completion <br /> of the gas monitoring system, to reflect the actual rather <br /> than proposed implementation activities. The gas plan may <br /> be submitted as a supplemental document tc the final plans. <br /> In addition, state that the Board as well as the LEA will <br /> receive quarterly monitoring reports. <br /> 23 . The closure and postclosure maintenance plans must include <br /> atmospheric temperatures (14 CCR 17783 . 13 (a) (3) ) as part of <br /> the monitoring report minimum requirements. <br /> 24 . Section III-3 . 2 . Revise text to state that ground water <br /> quarterly reports shall also be forwarded to the Board. <br /> 25. Section III-3 . 3 . The operator is required to address <br /> monitoring of off-site structures for landfill gas, <br /> including method and frequency to ensure detection of the <br />
