18222 - (11616) Report of Disposal site information <br /> Title 14 CCR 15222 requires that the RDSI, September 29, 1977 and <br /> amendments dated September 2 , 1978, must be revised to include all <br /> required criteria that include the current operations. The <br /> portions of the RDSI needing revision include but are not limited <br /> to the followings <br /> Plot plan that delineates the legal boundaries, description <br /> of the sequence of development stages, a map showing the <br /> existing topographical contours of the property and the final <br /> elevation and information on the underlying soils and geology. <br /> Response: <br /> Sections PRC 44004 (ar - Permit, and 18222 - (17616) Report of <br /> Disposal Site Information will be responded to as a single item. <br /> San Joaquin County is operating the Harney Lane Sanitary Landfill <br /> in accordance with its May, 1986 Subchapter 15 approved Closure <br /> Plan. The Closure Plan Section V.E.1, Quantities, Landfill <br /> Capacity. notes that the landfill would be able to continue, <br /> utilizing both primary and secondary landfill capacity, until <br /> November 1991. Based on current landfill estimates, that date is <br /> still valid should it be necessary to continue operations until <br /> November 1991. There also is a current Engineer's Report for the <br /> site on file. <br /> It has been the County's understanding that the Subchapter 15 <br /> Closure Plan and the Engineering Review Letter were sufficient to <br /> allow review of the 'aite application for permit review received by <br /> the Solid "Waste Management Boar on November 9, 1988. The basis <br /> for this understanding was that the site would be closing within <br /> a relatively short period of time. <br /> The replacement landfill, the North County Landfill, is expected <br /> to be fully deve~toped and operational by July 1, 1991. The Harney <br /> Lane Landfill will close at that time. Since the landfill is <br /> expected to close soon, it is not feasible or practical for the <br /> County to prepare an RDSI report or begin a permit review process <br /> again. <br /> The Final Closure Plan Document, due July 1, 1990, will cover most <br /> of the elements normally found in a Report of Disposal Site <br /> Information and permit review. The Closure Plan will be completed <br /> by its due date of Iuly 1, 1990. <br /> Therefore, it is agreed that the County will not be required to <br /> prepare a Report of Disposal Site Information at this time. It is <br /> also agreed that the County will apply for a Facility's closure <br /> Permit for the site. The following documents will be submitted for <br /> the closure plan application and will address any proposed changes <br /> in design and operation. <br />
