Final cover on the working face was missing on the <br /> western side toward the access road. The area of exposed waste was <br /> 307 feet long and varied in width from 15 to 30 feet as measured <br /> by a hip chain (see slides 1-1 through 1-6 and map) . The operator <br /> must cover at the end of the operating day with six inches of <br /> compacted cover. <br /> Response: <br /> The incident described was an isolated occurrence caused by an <br /> individual action of a landfill employee. The employee was acting <br /> foreman/equipment operator for• the day and acted contrary to <br /> Landfill operational procedures which require that the working face <br /> be covered at the end of each working day: He has been officially <br /> reprimanded and will no longer function as foreman. Furthermore, <br /> the Solid Waste General Foreman will continue to make inspections <br /> of the landfill to make sure that the operating procedures <br /> concerning daily covering are followed. Additionally, the Public <br /> Health Services division will conduct weekly spot inspections once <br /> a week during May and June 1990 to verify compliance. <br /> citation: <br /> 17705 - dots Control <br /> Title 14 CCR 17705 requires that if monitoring indicates methane <br /> gas movement away from the site, the owner shall construct a gas <br /> control system. This facility has a history of high levels of gas <br /> at the property boundary. <br /> The Air Quality Solid Waste Assessment Test (Air SWAT) Report by <br /> EMCON Associates, dated September 19880 states that on November 11, <br /> 1987, gas migration probes were tested with these results: P-1 (52 <br /> percent by volume) , P-2 (22 percent by volume) , P-4 (28 percent by <br /> volume) . These probes border the farm labor camp on two sides (see <br /> map) , <br />
