Board staf f used a bar hole punch, a gas meter and an Organic vapor Analyzer (OVA) on the day of the inspection. A methane gas level of five percent by volume in air was found at the western property boundary next to the farm labor camp. Nineteen percent by volume in air was found in the wrest gas monitoring probe near the property boundary of the farm labor ca (probe P-2 in Air SWAT report) . Methane gas was not detected in the scale house or facility office (see map) . A level of five percent methane by volume in air at the property boundary is a violation of 14 CCR 17705. Response: The County is aware of the potential for methane movement between the active landfill site and the Farm Labor Camp. Since the labor camp was being constructed on landfill property, a methane control system, consisting of impervious liners, gravel collection, and vent pipingf was designed and constructed for each unit at the labor camp. The systems operation was examined in the September 1988 AIR SWAT report, page 4-2. it indicated that no methane had been detected above background levels in the housing or its venting system. It is the County's position that the County is not in violation of the cited section in that a gas control system is in operation for the labor camp. Citation: 17710 - grading Several areas of- this site were not graded to promote lateral runoff of precipitation and to prevent ponding. Ponding was evident at the northern area of the landfill (see slides I-7, I-8 and map) , an area west of the working face (see slide I-9 and map) , and the abandoned access road on the northwestern slope of the landfill (see map) . Response: The three areas indicated as needing grading have been filled and graded to drain.
