Box 1810 <br /> Stockton, CA <br /> Re: Harney Lane Landfill <br /> The Environmental Health Division and the staff of the California <br /> Integrated Waste Management Board have reviewed the Harney Lane <br /> landfill gas monitoring report dated November 1, 1991. Methane gas <br /> in excess of 5% volume in air was detected in nine (9) of the <br /> twelve (12) gas wells tested. This is in violation of CCR Title <br /> 14, Division 7, Chapter 3, Section 17783 . These test results <br /> indicate that the landfill 's methane gas may be migrating from the <br /> landfill boundary. <br /> It is apparent that further methane testing should be conducted to <br /> verify the accuracy of the November 1, 1991 report. It is <br /> appropriate at this time to request additional testing to verify if <br /> other toxic and/or carcinogenic compounds are migrating offsite. <br /> Below is the verification monitoring program for the Harney Lane <br /> Landfill: <br /> 1. All gas monitoring wells should be tested for methane gas <br /> monthly for the next six months as outlined in the 11 Landfill <br /> Gas Monitoring Plan Harney Lane Landfill" . The next sampling <br /> event shall occur before January 30, 1992 . <br /> 2 . All onsite structures must be tested for methane gas monthly <br /> for the next three months. Testing shall begin before January <br /> 30, 1992 . <br /> 3 . All structures in San Joaquin County Migrant Farm Labor <br /> Camp must be tested for methane gas monthly for the next three <br /> months. Testing shall begin before January 30, 1992 . <br /> 4 . Volatile Organic Compounds (VOC's) tests should be applied to <br /> GW-1, GW-4, and GW-10 before January 30, 1992 . Refer to the <br /> VOC's tests in the Harney Lane Air Quality SWAT Report dated <br /> September of 1988.
